Segno mark and rehearsal mark collide with "Hide empty staves" enabled
I notice on 3.6.2 that enabling Format -> Style -> Hide empty staves within systems
cause
a) stacking of properties when disabled (rehearsal mark on top of segno)
b) collisions/overlaps when enabled

My research
- The Steinberg Dorico forum had an identical discussion, When segno clashes with rehearsal mark
- The Gould reference from this post: “The segno and coda signs go above the stave (or top stave of a system), centered over the barline.” (pg. 240)
- There was a discussion on Incorrect positioning for "volta" and "segno" symbol.
which did not go anywhere and issue #46041: rehearsal, segno and coda markings collide with measure number on first measure of system, which may be related.
My questions
a) is it correct to have rehearsal mark on top of segno mark? (even if they are stacked, Gould is not very clear which is on top).
b) for the collision, should I log an issue for this, or is there a known issue about segno and other elements I could link to?
My personal preference (echoing one of the Steinberg forum members): "my instinct was that the segno mark belongs to the initial barline and the rehearsal mark to the music within it. " ... which means rehearsal mark to the right of segno, which becomes clear if one tries to drag these elements and it displays the dotted / anchor lines. Alternatively Segno on top looks better, but I have nothing to base it on.

Thank you. The above symptom seems definitely related to the issue you posted. I will track that issue.
I will wait to see if I get any responses on the "stacking" vs side-by-side query. If not, I may (a) start a new thread to separate it out, and/or (b) make users on the Notation Discord channel aware of it.
