Dotted syncopated note insists on tying over tonext bar when it should not

In the tuba part first bar of the stave should go: crochet rest, triplet quavers, quaver dotted crotchet. Except every time I use the dotted not on the last crochet it ties over to the first beat of the next bar changing that note. Also this seems to be effecting the number of allowed quavers in the bar - above in the trombone part same bar there should be dotted minim two semiquavers, but it won't allow entry of the penultimate (7th) quaver in the bar. I guess this is a knock on effect from first problem. How do I turn this automatic bar filling feature off - it's wasting me too much time, and I'm quite competent in score writing having a 2:1 degree in music.

That measure us shorter than 4/4, as shown by the little grey - above it and hence the dotted crothet doesn't fit but flows over into the next measure.
Check e.g. the Tbn. 2 part: 1 dotted minim + 1 quaver, there's 1 more quaver missing for a full 4/4 measure
right-click into the bar, bar properties, change actualy duration to 4/4

There's no feature to turn of. You just somehow created an irregular measure, probely by having Ctrl+Del'd a quaver
