Student with Widows Cannot Get Musescore to open.
My student gets this window when opening Musescore or opening a musescore file. No idea how to get to the new file window or actual program. Any help would be appreciated.

That is not the MuseScore editor for sure, but something on/with musescore.com or the mobile apps, which isn't dealt with here on musescore.org. And indeed opening scores on a mobile device (Android or iOS) is a non free thing
Indee,d that message is not from MuseScore at all but from a website - not this one but musescore.com. To get MuseScore, see the Download menu on this website (musescore.org). Then you can open the program and use it to open MuseScore files.
