Cannot move some staves in system with hidden staves

1. Open attached score (produced in 2.0 Beta).
2. 'Style'>'General…'.
3. Tick 'Hide Empty Staves' and 'Don't hide empty staves in first system'.
4. 'OK'.
5. Drag stave of Backing Vocals 3 or Acoustic Guitar in bar 2 vertically.

Result: Only the first system moves.

Note: Other instruments in the system are fine.

Using MuseScore 2.0 Nightly Build 97928d8 - Mac 10.7.5.

I suppose a case could be made that this is a feature - the space you are creating may only be needed because of the content of the staff above, and if it is hidden, the extra space is not needed. Still, I know it's actually implemented as a simple setting on the lower staff, so I do kind of expect it to be honored regardless of what the staff above it is.

Aside from the fact that you can't use drag anymore but instead need to use Staff/Part Properties, this appears fixed in 3.0
