About the addition of [Palette]
By referring to the link below, I created a png image of the performance instruction, and I was able to drag and drop it on the score. However, even if I right-click the [Palette] dialog, the [Palette Properties] and [Add New Palette] menus cannot be selected. Also, it is not possible to drag and drop directly to the [Palette], and it cannot be saved. Please tell me how to save the created image to the palette. The specification is "musescre 2.3.2".

That is basically the Japanese version of How to create a visual swing marking, right?
Even if this is unrelated to the issue at hand here: Update to MuseScore 3.6.2, 2.3.2 is very outdated by now.

I'm sorry, I'm used to the old version and haven't installed the new version.
For 2.3.2 you'd need to create a custom workspace to be able to edit/add palettes as per the MuseScore 2 Handbook Page
To add symbols to a palette you always have to first add them into the score and Ctrl/Cmd+Shift+drag from there.
