New to muse score so this might be my oversight, but when I erase notes or rests, the measure (in 4/4) loses beats. So if I erase two quarter notes, the measure becomes 2/4 and will not permit more notes to be added.

That does happen if you use Ctrl+Del, not if you're using just Del, and is by design
