Whatever I do, I cannot get voltas to work. It just barrels through the 1,2 right to 3. Help.

Did you study the handbook?

Also be sure to read the section on repeats in general to be sure you are setting the count correctly in the measure properties. And be sure you haven't turned off repeats completely in the toolbar.
