If G over C means G Major with C as the bass, just write G/C
The "F#42" notation seems to represent a confusion of some kind, a weird cross between Roman numeral, figured bass, and regular chord symbol notation. It's not most human players would understand, and indeed, I can only guess at it's meaning, and I'm torn between two possible interpretations. I'd start by first ascertaning what the intended interpretation is, then we can figure out the more correct way to notate it.
