When inserting notes for any percussion instrument (that I tested), the note in the mouse pointer flashes, but the note is not inserted, as if I hadn't clicked.
Other instruments work normally.

Are you using the double-click method? I can confirm that does not seem to be working in recent MsueScore 4 builds. The other methods - keyboard shortcut, clicking in the score, and the Piano Keyboard and thus presumably MIDI) do seem to work,
