Multi-measure rests show hidden staves (bug?)

Hi all,

I'm not sure if this is a bug or a feature, but I've found that multi measure rests in parts with a hidden staff show that staff. I'm guessing that multi measure rests count as notation? But this makes my scores ugly, since it ends up with an empty stave being shown whenever there are multi-measure rests. My system information:
- OS: macOS 11.6, Arch.: x86_64, MuseScore version (64-bit): 4.0.0-2639806783, revision: 6a9867d
Steps for reproduction:
- Make a new file, with any instrument (I encountered this with a cello, though I doubt it's instrument specific.)
- Add a stave
- Turn on Style > Score > Hide empty staves, and turn off Don't hide staves in empty systems
At this point the score should have only one visible staff
- Add some notes in the first staff, leave some bars empty, then add some notes
- Press M

Any help for a workaround or way to force staffs to hide would be appreciated. Is this a bug or an engraving policy?

Score needed, but I guess this is due to '"Don't hide empty staves in first system" not being ticked, and if so this is not a bug, but by design and fully on purpose. Workaround or rather fix is to tick that setting
