It's certainly possible to scan music to create a PDF, and it's certainly possible to take music that is entered into MuseScore and transpose it. The hard part is getting from the PDF to having the music in MuseScore. There are programs than can make an attempt at this - including the free online facility you can access from File / Import PDF - but don't expect miracles. Turning pictures of music into actual music is the stuff of AI, and it works about as well as you might imagine the first early beta versions of Siri might have worked at turning spoken words into written. You can expect to spend longer fixing the errors than simply entering the music directly. But you're certainly welcome to try!
