Clarinet part is missing 8 bars but not in score.

I've arranged a score and when I create the parts, the clarinet part has two extra blank pages at the beginning and is missing 7.5 bars at the beginning. I've tried deleting the part and creating a new one but the same thing happens. I've also tried copying the part from the score and pasting it into a new, single line score but the same thing happens.
