I have the newest version yet Musescore complains that I don't have the newest version when it fails to load an old musecore file for the musescopre repository

No, I don't. Opening that score with MuseScore 3.6.2 (which is the lates released version) on Windows 11
If by "MuseScore repository" you mean your Linux distrubution' s repository: that most likely is outdated: Get the AppImage from the download page of this site here.
After further troubleshooting I determined I reall didn't have the latest version of MuseScore; links I thought were providing the latest and greatest were not; once I loaded version 3.6, everything worked as advertised. My mistake. I would close this item but I don't know how...
