To be determined whether this is also an import problem, and/or whether MusicXML allows for lyrics at rests in the first placce
As far as I read the code, lyrics on rests are read properly already, just not getting written.
Would need an XML file from like Sibelius, with lyrics on rests to verify

The same function is supported by Sibelius.

As far as I read the MusicXML specs, lyrics on rests should be allowed, both,
<lyric>
and<rest>
have<note>
