Under the Tempo Pallets, there is no way to define a tempo for a beat beyond a 1/8th note. It sure would be nice to define tempo BMP by 16th note as this is commonly done with pieces I am currently playing.

Works for me:

Trick: use a tempo text from the palette, put it into edit mode (double-click), press F2, replace the note with any other note from that dialog.

Then add that to the palette
