when using a sustain pedal on any keyboard instrument it increases the volume instead of just adding reverb and if you are also working with any other instruments it drowns them out even if the other instruments are meant to be much louder.

It definitely works in general. In order to understand why it isn't working for you, we would need you to attach your score. Note the sustain pedal isn't defined for most other instruments and has no meaningful behavior, so focus on the issues you see with piano or other keyboard instruments that do support it.
