Staff Type Change Problems

When using the "staff Type Change" feature in the Text Palette it locks the number of measures that can be changed. Added measures are unaffected, Even when resetting by deleting the change and adding another it keeps the original measures locked to the first added "staff type Change." Completely removing all notation and removing measures has no effect on this. Even completely removing any "staff type change" will leave the section unchanged. I made a screen capture video of all this but couldn't upload it so the screen shots show the variations of the issue. I've had this problem on several scores so two that use the feature we're uploaded.
