If it's your arrangement and you have those rights (ie permission from the original copyright holder) then you are in a position to grant them.
But as I'm not a lawyer, it would be wise to contact one who's familiar with how performance rights work in your country.
Do you mean performance as in playing it live, or is the intention to record a cover?
