Is there a way to upload a PDF onto a score as an image for that score?
I am wondering if there is a way that I can add a picture as a cover for my arrangement. Can anyone help?

You can add Images to a score, but not PDFs

On a Mac, using Preview, you can export your PDF as JPEG, PNG, or TIFF. I don't know which platform MSS will accept.
However, assuming you will be exporting your score as a PDF, it might be easier to wait, and add the cover page with the PDF image, later.
