Structure of the teams

May I ask someone to explain to me how musescore.org and musescore.com relate to each other? It is always claimed by (yes, wonderful) members of the musescore forum that any issue relating to musescore.com should be reported there. Never have I had any issue question resolved by musescore.com, I'm afraid. (I have one issue which is now two and a half years old). Why? Who are the musescore.com team? Why does "musescore.com" have the same name, even? Is it a different organisation completely? Could the musescore.org development team not create a new on-line publishing construction of their own which actually works as well as the superb musescore.org music notation software?
