can I turn 5 16/th notes of same pitch into a 1/4 note tied to a 16th?

If they are already tied, try Tools / Regroup rhythms. Otherwise, just click the first note, press 5 to change it to a quarter (or click the quarter note icon), then press T to tie it (or click the tie icon).
