Inserted Measures are inaccessible and empty

Hi folks!

I've run into this problem a lot since 4.0. I believe it's usually when inserting measures before or after a measure, but not at the beginning or end of the score.

What I expect is the requested number of measures filled with rests. What I get is empty measures (no rests). And I cannot "enter" them to add notes. When I arrow, it goes right past them:

I just noticed that this was when viewing the Part. When I switch to the whole Score, these same measures have rests, and I can access them and enter notes. Maybe that will help with tracking down the bug.
