It doesn't save it though Every time I used 4 to save as a midi no matter how many times I've changed it, it defaults to 60 BPM Musescore 2 didn't have such a problem and honestly I hope whomever changed it gets aids.
The tempo slider is intended to be used to temporarily adjust the tempo. If you want to permanently fix the tempo add one or more tempo markings. See https://musescore.org/en/handbook/4/tempo-markings

Just undock the play panel and then use the slider to change the tempo
