It could be you accidentally pressed Ctrl+I while in normal mode, which isn't a supported command but does break the delete command temporarily. Press it again or restart MuseScore to fix it.
I couldnt delete measures either. On mac. I WAS able to delete the same bar in a part - which deleted it in the score..... Then I was able to delete bars in the score... Can't send file now as working again...
