When configuring the footer/header in MuseScore 3.x, the $d tag displays the date according to the selected language (as configured in Preferences/General) or in the System locale (if configured so) .
In MuseScore 4.0.0 up to lateste dev version, the date is displayed in the US format / locale.

To reproduce:
Have configured or switch to German language. Be sure to have restarted the UI after switching the language.
Have a simple sheet that has a footer with the $d configured in one of the footer fields.
On MuseScore 3.6 the date string is correctly localized: e.g. 05.02.23.
On MuseScore 4.0.x date is displayed as 02/05/23, independent on the selected language.
