Image Across Bar Lines
Is it possible to have an image (like an SVG) across bar lines? The measure always seems to expand to acclimate the picture.

Thanks! That worked! I couldn't easily find it from the new inspector (properties), so I got to it through the shortcut tab (Edit->Preferences->Shortcuts).

It's at the top of the Properties panel for all items, in the 'General' section:

From your picture, it appears you likely attached the image to a note or to a rest. You can instead attach directly to the barline. You may still need to disable auto-place, but you might find the positionally works more naturally and handles subsequent changes to layout better.
