Selecting Format - Style - Dynamics , you can choose placement of dynamics either Below or Above.
If you choose Above, then dynamics like p f mf etc, are placed above, but the texts cresc. and dim. and also the < and > are still placed below the staff.

Those also have a setting above or below in Format > Style > Hairpins
Ok - thanks, so I learned something new today
I believe as a feature request this makes sense, not sure we'd ever wand dynamics below and hairpins above or vice versa, as a style setting (individually we may want that though)
