Plugin to Break a System in the middle of a Bar

Would someone be motivated and capable
to program a little plugin which instantly
breaks a system in the middle of a bar
and is compatible with both MU3 & MU4?

I can't judge how much effort this would be
as I haven't learned to program,
but I suppose such a plugin at least doesn't need to be "intelligent"
cause it would rather be a macro, which combines 4 steps:

1. split the bar before the selected note
2. apply a system break to the first half of the splittet bar
3. hide the entire barline (this could be the tricky part?)
4. exclude the second half of the splittet bar from bar count
