MS4 will not resize smaller than half the height or 2/3rds the width of the window in resize mode

Indeed, this a known limitation of the current design. Investigations are ongoing as to how to reduce space requirements.

But from there you can drag it more to the left.
This still current GUI behavior. It really doesn't conform to Windows 11. One should be able to half screen MS Studio so that one can have a PDF up on the other and work back and forth in a source to target methodology.
