PASTING TO 2ND VOICE IN ANOTHER INSTRUMET

HOW DO I COPY A PASSAGE FROM ONE INSTRUMENT TO THE SECOND VOICE OF ANOTHER INSTRUMENT?

Assuming the passage in the first instrument is in Voice 1, you can copy-paste the passage first and then swap voices 1 and 2 (the option should be there in "Tools" under "Voices").

Select the measures of the two staves and use Tools -> Implode.
Optionally, you can then delete the notes of the bass clef.

Edit:
If your example doesn't fit your real problem: Arrange the instruments so that both are directly after each other. Implode copies the notes of the lower line as voice two into the upper line.
If the two instruments are transposed differently, this is automatically adjusted, i.e. the pitch is retained.

Does it work if you try this :

-Copy voice 1 of instrument A
-Add enough empty measures to instrument B to accept the copied notes
-Paste in these new empty measures
-Swap voice 1/2 in that "working space"
-copy the voice 2 from there
-paste where it must really go
-delete the tempirarily added measures of step 2, they were there just to allow the swap voices 1/2

-OR- but that might "destroy" the layout of instrument A (not super sure about that though)

-swap voices 1/2 in instrument A
-copy/paste voice 2 from A to B
-swap again voices in instrument A
