Can't beam over dotted eighth rest

Not sure if this is new with v4.3 - I've surely done this many times before.
I cannot force a beam over a dotted eighth rest. I intemittently can't beam over a dotted eighth note.
The score I was working on was in 2/2 which I thought may have been the reason, but it's still a problem in 4/4.
Playing with the Time Signature properties so that 1/16 notes are all beamed by default didn't help.

WORKAROUND: I discovered that if I use 1/8+1/8, add the beam and then dot the 1st 1/8 then the beam remains. (Works for rest and note cases)

And similarly.
1. Add one 1/8 note.
2. Add a 1/8 rest
3. Add two 1/16 notes (the second one should be the one to keep).
4. Beam over the 1/8 rest.
5. Dot the 1/8 rest

There's a connected problem where if the dotted eighth follows a beamed triplet, then a beam is forced to the dotted note, and can't be removed without elaborate contortions of adding and removing dots and beams in the right order.
