Logic problem in dragging rest notes

Drag a WHOLE rest note to position a HALF rest note should be, the note will be displayed as half rest, and will be calculated as whole rest note, it remains a timelength of whole note, and remains in the position of half rest note, and there can be two whole rest notes in a 4/4 section.
