How to Create Dotted slurs/ties
Where can I find in the tools how to create what looks like a dotted tie or slur? Not all notes fit precicely to the english or latin words, but I need to have the correct beats in the measure. In other words, What tool do I use to create those hashed slurs/ties in the first measure?

Have you maybe considered entering a slur and then changing its properties?
The Handbook is your friend!
I recommend that every new (or "new-ish" :-) user take an hour or two and simply read the entire Handbook (https://handbook.musescore.org/). Don't try to memorize it! Just skim through it and familiarize yourself with the contents! But read it all!!! Then you'll have an idea where to find things when issues come up in the future. "Didn't I see something about that in the Handbook?"

... and here's how to set the style of your slurs: select the slur, go to Properties (yellow highlight), then under Slur / Style, choose the style you want (green highlight)
