Trouble with 5/2 in particular
It works fine with odd time signatures in general, but when I type 5/2, it writes the music in terms of cut time.

Your question is not a question, it is just a statement of your firm belief that MuseScore is not doing something correctly,
You really need to give examples of what you want, what you did, what the result was and what was different to that which you expected.
I had no problems creating a 5/2 time signature.
Please identify your computer's operating system and version, and MuseScore's version. You can get all three simultaneously by clicking on Help / About MuseScore from the main menu. Then click the copy button (two pieces of paper) next to the "Revision" number. Paste that into your post.
Then describe in GREAT and EXCRUCIATING detail exactly what you do to create that 5/2 time signature, what you expect to happen at each step, and how the program responds instead of matching your expectations.
It's possible to include too much detail but you'd really have to work at it. It's very easy to include too little ... so include more :-)
It would be best to attach a score (.MSCZ file) that demonstrates the problem. If you don't know How To attach a file, click the link.

It must be my operating system -- I can't even see how I can upload the file. Can't I just put in a ticket with IT instead of using the forums?

You've obviously never worked with an Open Source project before. There is no "IT team" to "put in a ticket" to. This forum consists of users, just like you, who assist one another.
Now, what file are you trying to "upload"? To where? In your original post, you talked about "when I type 5/2". Where? And how did you get there? Details, details, details!!!

I am not a programmer and have not agreed to work on the MuseScore project. I only meant to point out that I had this problem. You don't need to look into it, and I don't appreciate accusatory comments like "You've obviously never worked with an Open Source project before."

Open Source, while being free, still comes at a price: collaboration.

Your contribution is to give (lots of) details of the pecieved bug you're experiencing
I wrote collaboration, not contribution...

If you have a reproducable bug, you can report it on GitHub (if it hasn't been reported before)
But first use this forum, quite often things that look like a bug are missunderstandings or user mistakes, or even known issues

It wasn't accusatory in the slightest. It's simply an obvious fact. If you had, you would have understood that there isn't any "IT Team". That statement was said with a chuckle of commiseration, not with any sense of putting you down. The first time I posted here asking for help, I didn't understand the situation either.
No one asked you to "work on the MuseScore project"; no one asked you for any programming. However, the person having a computer problem always has to assist in resolving their problem by providing detailed information about their system and exactly what is happening. It's simply not possible for anyone to assist you without that kind of information. If this were a different sort of project and you had submitted a ticket to the IT team, the first thing they would have done was to contact you and ask you for the same kind of information that we have asked you for.
You're correct that I don't need to help you. I want to. It's a fun thing for me to do and it's rewarding to find an answer and help someone. If you don't want to fix your issue, just say so. But the particular issue you described works fine for many others. That's an indication that it's not a systemic bug: there is either a problem on your computer or you have not understood something. I suspect the latter because, as you said, you're new to MuseScore.
So good luck with resolving your issue. *shrug*

When you replied to someone's comment, that would have been the time to upload the file. On the same page that you used to post your reply, there is a box marked "Choose a file". You click that and it will allow you to search for your file in whatever operating system you are using.
Where and how did you type 5/2? It can make a difference.
Here's what I do.

Certainly. But the OP might have done it differently that caused a problem.
