Attached find 2 files:
In 4/4 time, write some 1/8th notes including the first beat of a bar. Advance cursor so next quarter rest is selected and try to make a triplet (3 eighths in the time of 2), (Ctrl-3).
#1: This is the result when one stays in edit mode. Inappropriate result.
#2: This is the result when one exits edit mode before advancing to the appropriate rest. Correct result.

When in edit more, you have to select the duration of the full tuplet. See tuplet for details.
If I understand, the problem is that I am selecting a quarter rest, not a quarter note? Why is that a problem? The duration is still selected.

It doesn't matter whether it is a quarter rest or quarter note. You have to choose the duration from the toolbar.
