Selection rectangle does not encompass empty measure if any staff has notes

1) use my first scotre or any empty with with four empty measures on first system
2) add a second staff
3) on the second staff, enter a quarter note & dotted half note in first measure
4) select the first measure of the *first* (empty) staff

Result: selection rectangle only encompasses as much of the measure as is taken by the notes in the other staff. That is:

I would argue we should probably appear to select the whole measure even when selecting the bottom staff. But at least when selecting that measdure, the entire content of the measure is within the rectangle. For measures with only a full measure rest, this isn't the case.
