Basically, this could be a facility provided in Plug-ins that would correct problems in scores produced in 1.3, or help in the transition.
These could include:
#4979: Instrument names with flats do not resize with score (0.9.5 regression)
#8763: Tuplet number not spatium dependent
#47036: Non-bold tempo text of 1.3 score appears bold
Corruption detection
Any others?

fix style settings by removing the font tags from lyrics
Off-centre bar rests after pasting empty bars.
Maybe this can be automatic, rather than having to use a plug-in.
The no longer supported relX and relY values for positioning elements—but if it's possible to go to the trouble of adding a "Correct relX/relY position" feature in this MuseScore Doctor, you might as well just add back support for it in the first place.
