I don't understand the pattern - despite the title, not all non-bold tempo markings (not text - habit) becomes bold.

It's simple - texts that simply used the default style for their type in 1.3 automatically get upgraded to the next default style in 2.0, which is bold for tempo. Texts that had manual formatting applied keep the manual formatting.
