Select multiple bars of notes, Rt click, measure properties reduces selection to single bar.
Therefore an operation such as set stemless requires this to be done PER BAR.
This is currently by design. As stated in the measure properties dialog, it's the measure properties for measure X. If you want to make all notes stemless in a range, you can select the range, open inspector, select the notes with the bottom button and change to stemless.

The Inspector is definitely your best friend in 2.0! But if per chance your reaosn for trying to set notes stemless is to create slash notation, see instead Edit / Tools / Fill With Slashes (also its friend. Toggle Rhythmic Slash Notation). I'm not even sure why we have a stemless proerty for measures as a whole?
