Tremolos can't be dragged to note-stem

Steps to reproduce bug
1. Open a score
2. From the tremolo palette drag a one note tremolo (such as "1 through stem") onto a note stem in the score

Expected behavior: tremolo should appear on the note stem that you dragged it to.

Actual behavior: tremolo does not get attached to note unless it is dragged to notehead.
