Parts Dialog opens as blank window

1) Create any score with multiple parts
2) Go to File > Parts...
Expected: Parts window opens.
Actual: No window opens. A new window is created and visible from the taskbar, but you can't switch to it. The thumbnail in the taskbar shows it as a blank white window. Musescore doesn't respond to input (as if the window was open) until the ghost window is closed.

Any score? Are you sure it's not something specific to whatever score you are working with? I cannot reproduce this. Maybe post one specific score you are having problems just to be sure. Also, try revertting to factory settings (run with -F option) to see if that clears anything up.
Attached is a score that I was able to reproduce the problem with.
Reverting to factory settings was able to fix the problem, however.

I am on 2.0.3 and have experienced this same fault. I attempted a re-install which did not correct the issue. The revert to factory presets works, but its very annoying needing to set up my tools again! would love to know what is causing it! The scores I use does not cause this, it seems to happen randomly, sometimes weeks can pass without it happening, then it can happen several times in a week. Attached is the last score it happened on though.
MuseScore remembers the last location that window was displayed at. If your display configuration has changed (different monitor, smaller resolution, etc) such that the original liocation no longer exists, then that is why you won't see the window any more. And that is why the revert to factory settings fixes things. The way to avoid ithe probem is to avoid changing display configurations on the same system with the same user.
This is a known issue that is being addressed for a future release. See for example #119376: unify save/restore window positions.
Note that if you're currently on 2.0.3 and you can still view the main window you might give the recently created 'Reset Positions' plugin a try: https://musescore.org/en/project/resetdialogpositions.
