Maybe be depending on size? Anything below 50k would just be the initial page and not worth being shown, maybe?
Alternative would be the drastic approach of fall back to the English page if no translated pages exists for a certain topic? Sort of what I manually did for the German handbook, where I first created all pages as plain copies (usually with the title translated, but not more) and did all the sorting and outline.
