This was deliberate, I think, since you may be adding multiple instruments and you will need to hit Add more often than OK. It was an accessibility issue to have to tab over to the Add button and back. Remember this is the same basic control found in the Create New Score wizard. The behavior of Enter in these dialogs changed a couple of times during 2.0 development in response to user feedback, but none of the implementations has felt quite right. Somehow, no matter what Enter does, it's sometimes what you want, sometimes not. Definitely worth further investigation, but it's not going to be as simple as just assigning Enter to OK / Next - that was a problem that needed solving.
Actually, it's currently inconsistent between the two dialogs. Still could use some design thought on the best way to make these dialogs easily keybaord accessible.
