In Finale can... by using cutaway in staff tool and choose a region to hide.

Although your particular use is not an ossia, what you are requesitng is basically the same thing. See for example #6544: Ossia. Definitely something to consider for a future release.
Meanwhile, you can simply obscure the barline by covering it an opaque piece of empty text, or probably an image (didn't try that, but text definitely works).
Question to consider: would it ever be appropriate *not* to hide this barline? If it's *always* the case that when hiding the first measure of the top or bottom staff of a system, people would want the initial barline to not include that staff, it might be possible to simply do this by default. Otherwise, though, I think that rather than include some sort of option to control this, we should instead focus on direct support of ossia.

@ Quoc Dong, if you settle:
I made invisible the barline;
I added Short 2 span and set Horizontal offset to -23.30;
Unchecked Show invisible.
After saving it reappears but not in PDF.

That's a great suggestion for a workaround! The only drawback is that you have to do this manually after the layout is finalized; it won't happen automatically as the layout changes.
