Playback suppressed when preferences set to Start Empty

version 0.9.4 - 1452 on Win XP (sp3)

i can't seem to get Playback to work after starting MuseScore with preferences set to Start Empty. after either creating a new score or loading an existing score Playback produces no sound. nothing i do seems to make a difference except changing the Program Start option and restarting.

no other options for Program Start exhibit this behavior.
