I am experiencing the same problem.
Windows 7-64Bit
When pressing F11 or selecting the play panel from "view" it dos not appear and it is not in the background or anywhere else.
Playback works and other panels like "mixer", "navigator" etc. do pop up and work.
I already tried "reset all preferences to default" and restarted MuseScore ...no change.
Please let me know when there is a solution / workaround / fix.

Resetting preferences to default from within MuseScore is not sufficient. You need to follow the instructions in the Handbook under "Revert to factory settings".
If you have further issues, please use the Support forum when asking for help (eg, "Help / Ask for Help" from within MuseScore.
