Both when viewing a score on Muscore.org and on the offline software, there is no play. Online it allows the play and pause buttons to work but the time counter does not move, it stays on 0:00. Offline it doesn't allow for the play button to be pressed.

These sound like two different problems. The online problem might have been a temporary glitch or an issue with the specific score you tried to play. Olease try again, perhaps with a different score.
The problem on your computer probably comes from a fault installation. See the Handbook under "Revert to factory settings" (reinstallation is *not* the same thing).
In the future, it is better to ask for help in the forum first.
