My understanding is that this is the difference between "staff text" and "system text" - text that is applied only to the current staff versus to every staff in the system (for scores involving more than one staff - ensembles, basically). System text is displayed on the top staff only when viewing the score, but will be extracted to all parts.

Thanks, Marc. Now that I've noticed which text styles have the box checked by default, that makes perfect sense.
