Some of barline types in barline palette (for example the single barline, the double barline, the repeat barline, etc.) ignore Ctrl key to limit the change effect to a single staff.
So, for example, if I want to change a barline type on only one staff measure of a multi staves system, when I click (and hold) Ctrl key and than drag the barline simbol to the single staff, then the barline change is applied to ALL staves of the system. (It worked fine in version 2.3.2)
