Unable to edit or change the number of counts in bar 20 without seriously altering the entire score.
And where's the bug?
You changed the actual duration from 4/4 to 23/16, what do you expect to happen?
also you've been using 3.4.2 (won't make much of a difference though)
Seems this stems from a PDF import, in which case such nonsense notation is to be expected unfortunately.
What does the original PDF look like?

I was mistaken sorry. There was no bug to my understanding, just a flaw in the notation programming.
I ended up resolving the issue by deleting the phrase and just renotating it through musescore. :)

I was not aware of this change that I must have put in. This would have been an accident and not on purpose.
